Census 2016 – Enumerators

Sunday April 24th 2016 is census night in Ireland and the Central Statistics Office needs census enumerators to help make sure it runs smoothly and successfully. The CSO will open a competition for ENUMERATORS for Census 2016 through electronic application to at 0900 on Tuesday 5th January 2016.

There are 4,660 jobs available, 1,200 of them in Dublin City and the Greater Dublin Area.  Applications will close after 15,000 applications are received.

If ARCO members would like to become part of the Census 2016 team, will link them directly to the recruitment site where they can view the job details. 

Enumerators will distribute the census forms in advance of April 24th and will then return to collect them once the census has taken place. They will also be required to answer any questions people might have. Successful candidates should be available to work at different times of the day and at weekends to ensure all forms are distributed and collected in person.

Relate – December Issue

Relate, the journal on developments in social services, policy and legislation in Ireland, is published by the Citizens Information Board. The December Issue of Relate provides an overview of things you may need to know after a bereavement, including arranging the funeral, accessing money, claiming social welfare payments and administering the deceased person’s estate.

Christmas Greetings 2015

Retirement – Brig Gen Colm Campbell

Brigadier General Colm Campbell, the Assistant Chief of Staff (Support), retires from the Defence Forces on the 18th of January, 2016. During his long and distinguished career, Brigadier General Campbell served in a wide range of appointments, both at home and overseas.

A presentation to mark Brigadier General Campbell’s retirement will be held in the Officers’ Mess, McKee Barracks, on Thursday, 14th January 2016 at 4 pm. His many friends and colleagues in ARCO will wish to be associated with this occasion.

Followed by a response from Vice Admiral Mark Mellett DSM, Chief of Staff of the Irish Defence Forces.                  

John's address will focus on the prospects for refocusing global efforts on humanitarian impact.  John Ging is responsible for UN OCHA field operations worldwide and the focal point for UN Emergency Relief Coordination.  John is also the lead adviser to the Under-Secretary-General for Humanitarian Affairs on operational decision-making.  Lieutenant General Dermot Earley was a close associate of the Edward M Kennedy Institute and a member of the Kennedy Institute inaugural International Council of Expert Advisers.                                                        

This event will be held in the Aula Maxima, Maynooth University at 2 30pm on Friday 27 November 2015

Annual Commemoration Service

The Annual Commemoration Service for deceased members of the Defence Forces will take place for the first time at the National Memorial, Merrion Square at 12 noon on Sunday, 1st November 2015. ARCO Members and their families are invited to attend.

The usual garrison ceremonies will be held on Friday, 6th November.

Veterans’ Day 2015


The 2015 Defence Forces Veterans’ Day will take place on Saturday, 12th September in Collins Barracks, Cork.

All Defence Forces’ Veterans have been invited. The Minister for Defence, Mr. Simon Coveney T.D., the Chief of Staff and the General Staff will be in attendance. A shuttle bus service will be provided for Veterans, from Cork Bus station and Kent Railway station, to Collins Barracks (and return) beginning at 1045hrs and continuing every 15 minutes until 1900hrs.

The programme for the day is as follows:

  • Reception of guests in Collins Barracks at 1100hrs
  • Commemorative Mass in the Garrison Church at 1200hrs
  • Commemorative ceremony presided over by the Minister for Defence at 1300hrs
  • Display of military equipment, Military Archives and insignia from 1400hrs
  • Refreshments will be served from 1500hrs


We ask that as many ARCO members as possible attend this event and participate in the ceremony.

We look forward to seeing you in Cork on the day.

A launch of Veterans' Day will held on Friday, 28th August at 1030 hrs in the NCO's Mess, Collins Barracks, Cork. Collins Officers' Mess invites all its members to attend this event prior to the usual Friday Club.

LATEST UPDATE – Payroll Shared Service Centre

ARCO recently met with Department of Defence (DoD) officials to discuss the introduction of the Payroll Shared Service Centre (PSSC). At this meeting it was announced that the PSSC has been established and will assume responsibility for pension payments from this October.

ARCO members will be aware from previous postings that the PSSC, which is a Government initiative administered by the Department of Public Expenditure and Reform, aims to consolidate and integrate payrolls from the 18 payroll centres currently delivering this service to 53 Departments and Offices. All DoD payrolls – including those for retired military personnel in receipt of pensions – will now migrate to the PSSC.

DoD will write to all pensioners in September outlining how it proposes to manage the move and how it will impact on pensioners. DoD personnel directly involved in pension and salary payments will transfer to the PSSC but will remain based in Galway. The PSCC helpdesk will operate from Killarney and will deal with general pension queries for all public service pensioners. Galway will, however, continue to deal with queries in relation to what DoD terms ‘pension entitlements’.  Pensioners will have the opportunity of opting to view their pension slips and P60 on line and printing them off where necessay. Where pensioners do NOT opt for this system the pension slip will continue, as before, to come through the letterbox every month.

ARCO remains concerned in relation to:

  • The difficulties further moves towards online pension services could present for some ARCO members.
  • The potential confusion that could result from having dual points-of-contact to deal with pension related queries.
  • The fact that civil servants, with no previous knowledge or background in matters specific to Defence Forces' pensions, could eventually become responsible for administering military pension accounts.
